The Zone Insurance Company Limited: Report of a Formal Investigation by the Commission for Racial Equality (CRE).

This is the CRE report of a formal investigation into the Zone Insurance
Company Limited, a firm of insurance brokers in Birmingham. CRE began
it in October 1978, following allegations that the Company might be loading the premiums paid by black people for motor insurance. CRE also had reason to believe, in the light of statements made by Mr John Spring, a
director of the Company, that they might be discriminating in the same way against persons born overseas.

It was the CRE's intention, in mounting the investigation, to find out if Zone Insurance were acting on the discriminatory instructions of the various insurance companies from which they held agencies.
